The International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL) is an agreement that was designed to preserve the marine environment through the complete elimination of pollution by oil and other harmful substances and the minimization of accidental discharge of such substances.

To achieve its goal, the International Agreement includes a list of rules that should be fulfilled by the ships. These regulations are presented in seven Annexes (Mexico is part in I, II, and V). The information in these Annexes has been amended several times, and is valid in accordance with the Article 16 2) f) iii) of the MARPOL 73/78 protocol.
That Article, and its respective mentioned subsections, is devoted to the following topics: petroleum, chemical products, tanks and containers, sewage water, trash, air pollution, and water coming from ballasts.
